Hoar Construction Program Executive / HPM in Austin, Texas

The Program Executive is responsible for providing leadership and management of senior level staff and multiple programs / projects within a region of HPM. They are responsible for all projects/programs under their purview including overall operations, business development, and marketing support. This position maintains all contractual relations and primary owner point of contact for all owner contracts. They promote good relationships thru relationship building outings with owners, architects, and contractors to assure the company is maintaining strong relationships. This position is to ensure operational excellence for all current contracts. This position ensures that teams maintain all contractual relations and is known to the owner as a primary point of contact for all current clients. This position is responsible for ensuring a strong recruiting base for new employees and to maintain a strong virtual bench of qualified recruits for new opportunities within HPM.

Responsibilities:

  • Plan, staff, and supervise all assigned work activities through subordinate managers to ensure a cohesive operational unit and ensure a three wide – three deep relationship model with all current clients.

  • Provide advice, guidance, and direction to subordinate managers toward their professional development.

  • Promote and ensure that a creative and well thought out business plan is prepared and communicated to the team.

  • Network and lead marketing initiatives to drive business growth for their group/region. Actively lead and participate in work organizations that support our client base.

  • Assist in the establishment, and ensure compliance of operational unit's short-term and long-term goals with overall corporate objectives.

  • Ensure that all project teams are operating and executing the HPM way. Ensure that teams are leading, documenting properly, and executing the required tasks per our contractual obligations.

  • Responsible for initiating all contracts, subcontracts for business unit.

  • Ensure that all items in contract status report all current and maintain a strong level of urgency with teams to ensure all items are in progress or complete.

  • Provide updated reports to regional VP on a monthly basis that encompass business development efforts, operational updates, and workforce planning.

  • Actively lead and participate in business development for business unit and region. This position is directly responsible for attaining new work for the region

  • Coordinate business development activities with staff, support services, and regional VP.

  • Ensure team is leading budget process and participate in budget meetings to ensure proper documentation is made to confirm budget issues.

  • Ensure that all staff is recovered per budget percentages.

  • Ensure a detailed overall project or construction schedule is built quickly and that the schedule is maintained/updated a minimum of once per month; institute changes when projects fall behind to assure a timely completion.

  • Make sure all teams have completed contract responsibility matrixes and that teams are executing properly.

  • Ensure all SSR's are submitted in a timely fashion to accounting for approval and that projections are properly documented on a monthly basis. Ensure consistency with HPM’s volume / fee reporting on a monthly basis.

  • Ensure that all client invoices being prepared and submitted in a timely fashion according to the terms of the contract.

  • Participate in all Owners, including OAC meetings. Follow up on critical issues discussed to ensure people are delivering what is promised.

  • Conduct post job meetings and ensure that good, historical data is discussed and provided to Leadership.

  • Approve expense reports for direct reports and project teams as required.

Requirements:

  • Bachelor's Degree in Building Science, Construction Management, Civil Engineering or related field

  • 10-15 years of extensive project management experience in large, complex facility construction and on-site experience in the management of new construction and the renovation of existing assets

  • Advanced knowledge of principles and practices of budgeting, accounting and procurement in order to successfully manage the financial stability of the group

  • Solid understanding of effective client relations, contract management and business development principles

  • Proficient in Microsoft Office
